1: Power regains could be done either way, depending what would be most narratively satisfying to you. In general, we allow people to buy partial powers and then buy full powers by paying up the difference. In this case, you could buy them all at once for 400, or you could buy basic powers for 150, the first name for 150, and then the second name would be discounted to 100 (For a total of 400)
So you won't miss out or have to pay extra either way.
2: This is a personal-preference/player-discretion answer.
You could say his name doesn't affect him here (Or doesn't affect him unless he deliberately regained the Bad Shit Happening powers of his real name, which why would he?) or you could say that once he's regained his full powers, that includes the negative consequences of discovering his name. Similarly, you could have Vaeros use his real name or his identity, we've had both.
Basically it's whatever would be most satisfying/fun for you to play out.
