In general, mundane items don't cost shards- the shard costs for mundane, non-technological, non-modern items are assuming you want specific items

You don't need shards to purchase gardening tools or basic clothing, you only need shards if you want your garden tools or your clothing from home. Otherwise you can reasonably source new ones here.
