Teleportation: With the exception of anywhere in the labyrinth or in Vaeros' castle, and with OOC permission for homes, Hythlodaeus can teleport himself anywhere in a cloud of darkness.
Offensive magicks: Mostly, this is just Hythlodaeus' ability to cast fire/ice magicks like Megiddo Flame and Annihilation, as well as his full Bard powers. Also covers the ability to use these powers in a practical sense I assume (like burning something with fire or cooling something down?) Annihilation in particular was already nerfed while in Ktisis Hyperboreia, which is the dungeon Hythlodaeus uses it in, so I would assume that particular nerfed state is fine- but if it needs to be nerfed further let me know! For posterity's sake, I'd say Annihilation can wreck maybe a small cottage-sized area.
Healing magicks: Hythlodaeus has access to potent healing magicks in the game, able to use True Benediction to heal a party member to full health. He can also revive an unconscious (not dead!) ally with True Raise.
