Would it be possible, and if so what amount of shards would it cost, to imbue a normal item with a magical ability?

For example, somebody wishing that a normal cut rose be unable to wilt? Or wish that a normal rose they try to cultivate in their garden grows up healthy and strong and that's taken to mean "grow big really quickly" (the Clifford the Big Red Dog treatment).
