this is still far off, but in terms of maruki's big picture plans, he is absolutely going to be working to get his persona back. i explained in my app the twofold nature of his persona's powers, which is a unique thing compared to other persona users from the series - actualization vs. combat capabilities.
would it be possible to get his persona back, but differentiate between regaining actualization and regaining combat abilities? with the canon point he is coming from, maruki only knows about actualization. while reclaiming azathoth is his goal because that is the only way he can reclaim actualization, he is absolutely completely unaware of his innate combat capabilities, so i kind of don't want to lump reclaiming azathoth under "all canon powers" the way lexy did with robin hood for akechi – narratively (and also balance-wise because oh my god azathoth what da hell) i think it would be more interesting for maruki to learn about and attempt to regain the combat side of things later, if ever.
idk all that to say, i leave it entirely up to the mods' discretion how that should be categorized in the reward system! the 150/150 split seems to make the most sense category-wise from reading through the post, but also i am 10000% okay with it being 400/400 instead because of how ridiculous his powers are. or something else entirely. whatever you guys think best suits the parameters of the reward system and the balance of the game, i will work with! tl;dr help lol
As for how you want to regain his powers, you're perfectly welcome to regain his abilities in chunks. As you surmised, the full power list of that size would definitely fall under a 400-point basket. However, you're free to have him obtain the Actualization ability specifically for 150 shards and then later obtain the remainder of his powers for the difference of 250
