Would Naoya getting his COMP back and its assorted functions count as an item, an item + powers, or would it count as the 400 shard deal?

This would be demon summoning and magic casting in general.

Hey there! Just for clarification - are all of Naoya's powers tied to his COMP, or would there be powers he could theoretically regain in the future outside of this request?

In theory he could do magic without it, since we've seen it happen in canon even if we haven't seen him do it in canon.

If you take a stricter view of what's allowed then yes, it's all tied to his COMP. Depends on how broad you want to read things.

Regaining the COMP and its associated functions would fall under the 400 shard 'all canon abilities' regain (unless you wanted Naoya to regain a nonfunctional COMP to piss him off, which is very funny and would be a magical item regain with powers that could be regained later.)
