Additionally, if one were to regain tattoos (canon ones that he lost after the world reset), where would those fall? I assume HELLO and GOODBYE would be separate purchases, too? Since they are one per hand?

You may regain any or all of the character's canon tattoos as a single small nonmagical item- it's not exactly game-breaking, after all.
