I've made a small edit to the page after receiving your question! I think since the Tardis has special abilities (teleportation and infinite (???) inner space) on top of being a livable accommodation, it's only fair for it to cost 800 shards.
She will not be able to teleport to Castle Vaeros, and if teleporting into the labyrinth, she would have just as much trouble making her way around as anyone else would going inside. Otherwise, she would be able to teleport around the public places and homes if all players agree.
The key is included. If you want to make Ten's life harder, you can say it's hidden away somewhere in town and he has to do a scavenger hunt to find it.
I don't think the Tardis having an obscene amount of space breaks the game, so I would allow it. Instead, I would limit the amount of people allowed to go inside so it doesn't become a situation where everyone can just hide in the Tardis if disaster strikes. Probably a maximum of a dozen people? Enough for a party!
That actually sounds good because you bring up a point we don't know about in canon - how many would she want inside of her, even if she has infinite space. So, I think we can fudge that :)
